Half the people I tell this joke think it's stupid, the other half, funny. So here it is.....

A guy is walking on the street and sees this guy screaming at the top of his lungs....Puppets! Puppets! Puppets!
He goes up to him and says, "how's business?" The guy looks at him in confusion and says, "business?"

I really don't get it...

Either that joke was stupid or we really have a terrible sense of humor

The only thing I can see is that the guy screaming puppets could be calling the people around him 'puppets to the state' in some kind of political/social demonstration, or is paranoid about being attacked by puppets... The other has clearly misunderstood him, thinking him to be a salesperson selling puppets, and asks him such a question that throws the person screaming so completely that he stops, forgets all about his current situation (whatever it may be), and communicates his confusion.

Either way, what I make sense of it isn't funny, lol.

No, it can actually get difficult/confusing when you don't separate the sentences.
