Unregulated poker flourished online for years until the federal government shut sites down in 2011 for violating interstate finance rules. The rules have since been reinterpreted, opening the door. Now, New Jersey and Delaware plan to roll out online gaming, and other states are considering it. But Nevada was first.

I think it's always been legal in England. We have adverts all over TV.

Poker stars is a canadian site I'm pretty sure. I've been able to gamble since the age of 18

Not sure about this. I read this online; it was a provision, or rather, summary, of the Gambling Act of 2005 (relevant to England).
So to summarize the text below, you still have to meet the criteria of a Gambling Commissions license before you can provide a service to an audience in England.

And besides the text below, there's also Austrailia...

Companies that provide remote gambling services to UK citizens are often based outside of the UK, the government needed some way of ensuring these companies would comply with some standard of regulation even though they could not be prosecuted under UK law. What they decided to do was to offer all remote gambling companies the right to advertise if they are based in a jurisdiction that is deemed by the British government to have equal standards of regulation as those found in the UK under the Gambling Commissions licensing code of conduct. These jurisdictions are said to be “on the white list.”
