Im super noob when it comes to rs stuff like this, but what exactly does it mean when they say you can reset your stats? Could you change any stat you wanted and if you did would you never be able to get it back?

Yeah pretty much. Think of it like a private server where you can reset your stats with the exception being that you must train it if you ever want it up in the future.
