I think she meant "create better education" although that has nothing to do with the question.
Stage fright and nervousness can have a huge impact on diction and the ability to really think about what you want to say. And like Sam said, she's not up there because she's an activist or anything. I think anyone else in her position would be extremely nervous and would probably give a bogus answer too. Don't judge her too much
