Yes that someone is responsible. 100 EP is responsible and it's Andy's responsibility to refund him. I'm not debating that. How does that justify him scamming hosts for 3b who had nothing to do with it? That's why I used myself as an example. I got scammed by a friend. It's his responsibility to refund me that 1.7b and he doesn't so I can now go and scam other people who have no responsibility to give me anything to make that money back?

Even if you are scammed theres no need to screw your friends and fellow hosts over, this clan operates as a team, hosts are trusted with billions in their careers, they help each other out and they run the most successful clan in F2P.
