Borrow = Him receiving

'One' agrees with 'bonds'; that is the most natural/obvious way to see it. You could regard 'one' as referring to 'lending' in which case you'd consider it a gerund, and that would make perfect sense. I have no idea how you got 'he requests to lend a bond' from what I wrote.
He requests a bond.
He requests someone lend him a bond.
He requests the lending of a bond (from someone).
He requests a loan of a bond.
But you missed my point; the topic is about the lending of bonds, and he may discuss
whatever he wants about it within the thread.

For the record, 'he requests to lend a bond' does make sense: he requests the permission to lend a bond to someone.
