Anyone Else With PayPal Problems?

I've verified every way possible that I own the account I use, and I still get this message:

Return to merchant and try a different payment method
We are not able to process your payment using your PayPal account at this time. Please return to the merchant's website and try using a different payment method (if available).

And when that message goes away, I get this message:

We're going to give you a call

For your security, we're going to call you to make sure that you own this account.
Your phone number: XXXX (Home)

Even though I've already confirmed my phone number SEVERAL times.



And then... I get this one which really makes NO sense:

This card cannot be used for this transaction.

I USE MY PAYPAL ALL THE TIME, AND IT ALWAYS WORKS, EVEN WITH THE WEBSITE I'M BUYING THE TV OFF OF.

I already know PayPal is shit, but I need to use it for this transaction. Anyone else having these problems/have had these problems? Anyone have any help?
I get all of those messages, they never go away permanently.
